Punjab Ghar Ghar Rozgar and Karobar Mission is the Government of Punjab's flagship employment initiative, registered as a society in October 2018 under the Department of Employment Generation, Skill Development and Training. Its mandate covers every employment pathway available to Punjab citizens: private sector jobs, government recruitment, overseas placement, skill training, self-employment, and entrepreneurship development.
PGRKAM coordinates across 22 District Bureaus of Employment and Enterprises, working with private employers, ITI colleges, polytechnics, skill training agencies, and central government bodies. The digital portal is how this entire mandate reaches citizens at scale, making it one of the most operationally broad citizen services platforms in the state.
The business challenge

PGRKAM serves four distinct audiences through one platform: job seekers with varied employment goals, employers managing vacancies and placement drives, training institutes tracking student outcomes, and district officials monitoring programme performance across 22 bureaus. Each group had different functional requirements and different levels of digital access.
The platform had grown across two separate systems: a citizen portal and an independently managed CMS. Consolidating them into a unified architecture, while extending the platform across AI-powered engagement, multilingual access, multi-department API connectivity, verified identity infrastructure, and full GIGW compliance, was the brief Triazine Software was engaged to deliver.

Triazine Software consolidated PGRKAM's citizen portal and CMS into one platform — verified job seeker journeys, trilingual AI and DigiLocker identity, and deep national and state integrations with live analytics across all 22 districts.
A unified platform with a verified job seeker journey
The existing citizen portal and CMS were merged into a single unified platform. All four stakeholder groups — job seekers, employers, training institutes, and district officials — now operate from one system. Job seekers build resumes, record video resumes, upload certificates for DBEE verification, and search roles by location. Profiles go live only after district bureau staff complete certificate verification. Alerts reach citizens via SMS, email, WhatsApp, Telegram, and Signal.

Trilingual access, verified employers, digital institutes
A trilingual AI chatbot and IVR system serve citizens in English, Hindi, and Punjabi. Employers create visual job postings with image, video, and audio transcription support, manage candidate shortlists, and generate offer letters. DigiLocker integration handles PAN and GST verification for employers and Aadhaar verification for job seekers. ITI colleges and polytechnics manage placements, certifications, and MoU-based training workflows digitally, with placement tracking running for up to one year post-registration.

API integration connected the portal to the National Career Service portal, the National Apprenticeship Promotion Scheme, Bharat Skills, the PM Internship programme, and Punjab's Departments of Technical Education, School Education, Higher Education, Medical Education, the Punjab Public Service Commission, and the Staff Selection Commission. An analytics dashboard gives district officials and the head office real-time visibility across all 22 bureaus. NCO code assignment, psychometric testing, video conferencing, payment gateway, and unemployment allowance management complete the scope.

The consolidation of the portal and CMS removed the operational friction that had previously made cross-platform data management inconsistent for department staff and citizens alike.

The PGRKAM portal operates under the full stack of Indian government platform compliance requirements. These cover regulatory obligations under the IT Act 2000 and the Digital Personal Data Protection Act 2023, identity infrastructure under UIDAI norms, interface and accessibility standards under the Guidelines for Indian Government Websites (GIGW), security validation through Vulnerability Assessment and Penetration Testing (VAPT), and quality assurance under the Standardisation Testing and Quality Certification (STQC) directorate framework. All five compliance dimensions were designed into the platform from the outset.
Citizen data is managed under strict role-based access controls partitioned by user type and geography. District bureau staff access only their district's data. Job seeker profiles remain private until DBEE verification is complete. The DigiLocker integration for Aadhaar, PAN, and GST verification is implemented in full compliance with UIDAI norms. Triazine Software holds CMMI Level 3 certification, governing the process discipline applied across every government engagement.
